At the former Mare Island Navel Shipyard in Vallejo, California, Treadwell & Rollo is assisting Lennar Mare Island LLC by investigating and remediating structures and soil contaminated with polychlorinated biphenyls (PCBs), petroleum hydrocarbons, and metals. This work is performed under oversight and approval by the United States Environmental Protection Agency (EPA), California Department of Toxic Substances Control (DTSC) and California Regional Water Quality Control Board, San Francisco Bay Region (RWQCB), as well as notification and permitting requirements of the City of Vallejo and the San Francisco Bay Conservation and Development Commission. Treadwell & Rollo is the general contractor and environmental consultant conducting the work at nine sites slated for commercial and industrial reuse using lump sum and unit rate costs. Sampling and cleanup plans were discussed with, submitted to, and approved by the regulatory agencies.
At four sites, concrete and underlying soil were sampled and evaluated for PCB contamination in accordance with TSCA to allow remediation planning and closure. PCB-contaminated concrete and soil were excavated and disposed off site, with confirmation sampling verifying remaining materials are below EPA Residual Screening Levels as approved by EPA and DTSC.
Treadwell & Rollo also removed a former oil/water separator and excavated hydrocarbon and lead contaminated soil from a former "varnish plant." Excavated material was disposed off site, import material placed and compacted, and the site restored for commercial/industrial use. Additional excavations were performed and approved by DTSC and RWQCB, and the projects completed with the agencies' approval.
