Treadwell & Rollo provides the San Francisco Redevelopment Agency (SFRA) with peer review for environmental and geotechnical aspects of property transfer and redevelopment for HPS, including meeting support and presentations to the Navy, regulators, community, SFRA commissioners, and insurance companies. 

We review Navy sampling plans and reports and provide recommendations on cleanup levels, soil cleanup depths, and residential versus industrial cleanup area boundaries relative to land use in the SFRA Reuse Plan.  We assist in community meetings and workshops as well as agency and developer negotiations.  We used probabilistic cost estimating to evaluate remedial costs and demonstrated that substantial funding was needed.  Our engineers also identified unmitigated methane release at an industrial landfill.  We also assist the City and developers on early transfer issues and participate in development of a Risk Management Plan for HPS parcels.
